Southend-on-Sea City Council (SCC) is seeking expressions of interest through this Preliminary Market Engagement (PME) Notice in advance of a potential procurement opportunity for the provision of a Rough Sleeping Rapid Assessment Hub, Outreach and In-Reach Service.
