TenderZoom Tender Intelligence: the Document Acquisition & Specification Analysis Engine

Tender document analysis starts at the source: document acquisition, verification, specification analysis and bid-fit evaluation as one chain. Today, secure, verified live document access is live for UNGM tenders; the specification-analysis and automated compliance engine are in active development. This page draws a clear line between what works today and what is planned.

Who It's For: Suppliers Bidding on UNGM Tenders

Tender Intelligence is built for exporters and contractors preparing bids for United Nations-system tenders — notices published through UNGM by agencies such as UNDP, UNICEF, UNOPS and WHO. It targets teams that lose time collecting documents by hand, cross-reading specification text manually, and judging fit on experience alone.

  • Exporters and contractors actively bidding through UNGM
  • Bid teams that manually download and review technical specification documents
  • Procurement/BD teams evaluating multiple notices at once

The Problem: Document Collection and Reading Take Too Long

One of the most time-consuming parts of preparing an international tender bid is simply getting to the documents on the notice page and being confident they are safe, correct and current. On platforms like UNGM, document links can require a login session, filenames can be untrustworthy, or the link itself may have changed.

Getting the document is only step one. The specification itself is often dozens of pages of technical requirements, product/service line items and administrative conditions. Reading it line by line to judge real fit can take an experienced team hours — and the process does not scale.

How It Works: The Source-to-Fit Chain

Tender Intelligence is designed as one linear chain. Each step's current status is marked separately below — the full chain is not yet live end-to-end.

  1. Source connector Live

Detects document links on the UNGM notice page.

  2. Secure document acquisition Live

    Anonymous, cookie-free verified access.

  3. File verification / scanning Live

Magic-byte signature checks, unsafe-extension blocking, size limits.

  4. Dedicated storage Planned

Persistent, access-controlled storage of the document on the platform.

  5. OCR / text extraction Planned

Structured text extraction from PDFs and scanned documents.

  6. Specification analysis Planned

Parsing technical requirements, product/service line items and conditions.

  7. Page/location evidence Planned

Linking every extracted finding back to its page/section in the source document.

  8. Company fit evaluation Planned

Automated fit scoring and gap/mismatch detection.

Three Core Layers

1. Tender Document Acquisition Engine Partially Live

İhale Doküman Toplama Motoru

Visits UNGM notice-page document links through an anonymous, verified session, checks accessibility, and streams only publicly verified files in real time. Login/registration-gated notices are never bypassed — the status is surfaced to the user instead.

  • Live today: document accessibility check and secure delivery for UNGM
  • Planned: persistent, access-controlled storage of the document on the platform
  • Planned: expansion beyond UNGM to sources such as TED, World Bank and EBRD
2. Tender Specification Analysis Engine Planned

Şartname Analiz Motoru

Aims to turn acquired documents into structured content via OCR and text extraction, and to automatically parse technical requirements, product/service line items and administrative conditions. This layer is not yet in production.

  • Planned: text extraction from PDFs and scanned documents
  • Planned: requirement/condition parsing and classification
  • Planned: linking every finding back to its page/section in the source document
3. Tender Fit & Compliance Radar Planned

İhale Uygunluk Radarı

Aims to compare requirements extracted from specification analysis against a company profile to produce an automated fit score and gap report. This automation has not been built yet; today that need is covered by our expert-assisted Fit Assessment Form.

  • Today: human-assisted evaluation via the Fit Assessment Form
  • Planned: automated fit scoring
  • Planned: gap/mismatch report tied to source specification evidence

Security & Privacy Approach

Document access is built on least-privilege by design: the connector never uses a user account or login session cookie. It only mirrors the source's own anonymous-visitor behavior, and it never forces access on notices gated by a login/registration wall.

Every file is verified from its actual bytes (magic-byte signature) rather than trusting the server-declared content type; executable or unsafe extensions are rejected and file size is capped at a reasonable limit. Documents are not persisted today — each request re-verifies and streams from the source; persistent, access-controlled storage is the next planned step.

  • No login/user session cookie is ever used
  • Magic-byte signature verification + unsafe-extension blocking
  • Login-gated notices are never bypassed; status is surfaced to the user

Source-Evidenced Analysis Approach

Across the platform our principle is that every data point should trace back to its source: list-level tender data always points users to the official notice for verification. We are holding the Specification Analysis Engine to the same design goal — every extracted requirement will link back to a page or section in the source document, and uncertain or unevidenced findings will be marked “unknown,” never presented as absent.

Use Cases

Pre-checking document accessibility Live

See whether a UNGM notice's documents are genuinely publicly accessible before you attempt a download.

Human-assisted fit evaluation Live

Get an expert assessment against current tender criteria through the Fit Assessment Form.

Automated specification summarization (upcoming) Planned

Turn a dozens-of-pages technical specification into a requirement list with source-page references.

Multi-notice fit screening (upcoming) Planned

Automatically compare several notices against a company profile and prioritize them.

Integration Scope

The architecture is designed not to be tied to a single source. Today only the UNGM connector is live; the expansion below is planned and not yet in production.

Frequently Asked Questions

Is Tender Intelligence available today?

Partially. Document accessibility checking and secure document delivery for UNGM tenders are live today. Specification analysis and automated fit evaluation are still in development and not yet available.

Do you store the documents I download?

Not as of today. Documents are re-verified and streamed from the source (UNGM) on every request and are not persisted on the platform. Persistent, access-controlled storage is the next planned development step.

Which tender sources are supported?

Right now the document access layer is live only for notices published through UNGM (UN Global Marketplace). Expansion to sources such as TED, World Bank and EBRD is planned but not yet in production.

When will automated tender fit analysis be active?

The automated fit engine is currently in development and we are not committing to a specific release date. Today this need is covered by our free, expert-assisted Fit Assessment Form.

Can you access documents on UNGM notices that require login or registration?

No, and that is intentional. The system never attempts to bypass a login wall — such a notice is marked as inaccessible and users are directed to proceed through the official UNGM portal.

Is this different from TenderZoom's existing tender monitoring service?

Yes. TenderZoom's core platform provides tender discovery, tracking and alerts. Tender Intelligence is a separate architecture layer one step further downstream, focused on document acquisition and specification analysis.
